Industry reacts to Senate panel approval of OTC Reform Bill with key provisions for sunscreens

Last week, the US Senate Health, Education, Labor, and Pensions (HELP) Committee unanimously advanced S.2292, the Over-the-Counter Monograph Drug User Fee Amendments Act. The bipartisan bill includes provisions to accelerate the review of innovative over-the-counter (OTC) products, including sunscreen filters that are already approved in other countries but are currently unavailable to US consumers.

Industry and medical community welcome regulatory updates

The legislation, which reauthorizes FDA’s OTC Monograph User Fee Program (OMUFA), was met with strong support from cosmetics and personal care product industry stakeholders and public health advocates. emphasized the bill’s public health significance.

In a statement to CosmeticsDesign US, Jane Yoo, MD, Assistant Clinical Professor, Department of Dermatology at Icahn School of Medicine at Mount Sinai shared, “It’s clear that more needs to be done to address this pressing public health issue and making new sunscreen innovations accessible here in the US does just that.”

She added, “I’m encouraged by the proposed legislation and its recent revisions, [as] it holds great promise in improving patient outcomes and protecting the skin health of people, young and old, as well as those of diverse backgrounds and skin types across the country.”

Carl D’Ruiz, Head NA Beauty & Care Science Advocacy and Business Development at dsm-firmenich, highlighted the bill’s broader implications for global competitiveness.

“H.R. 4273 reauthorizes the FDA’s OTC user fee program, enabling more timely review of innovations, including advanced sunscreens that align with global standards,” he said. “These reforms will not only enhance product safety and efficacy, but also strengthen the US position in the global health and wellness market.”

Support for modern testing and faster sunscreen filter approvals

S.2292 includes language to expand FDA’s use of non-animal testing methods and allow historical data to be considered in sunscreen filter reviews, which are welcome changes for industry trade organizations.

“The Personal Care Products Council (PCPC) and our member companies applaud the…HELP Committee on the passage of S.2292,” PCPC stated in a press statement. “We also commend the committee’s commitment to advancing non-clinical testing methods… and moving away from outdated and inhumane animal testing requirements.”

The statement added, “These critical improvements will accelerate US consumers’ access to the most advanced, effective and safest sunscreen UV filters and strengthen global competitiveness.”

CHPA urges final clarification on GRAS/E standards

The Consumer Healthcare Products Association (CHPA) also praised the bill’s provisions, but urged lawmakers to include clarification on the “Generally Recognized as Safe and Effective” (GRAS/E) standard in the final version of the legislation.

“CHPA applauds Senators…and the Senate HELP Committee for advancing bipartisan policies that promote innovation, safety, and access across the self-care space,” the organization said in a media statement. “While today’s progress on this legislation in the Senate is meaningful, it’s imperative Congress take action to ensure this bill reaches its full potential by including clarification of the Generally Recognized as Safe and Effective (GRAS/E) standard.”

According to CHPA, the lack of regulatory clarity under the current GRAS/E framework continues to impede innovation in the OTC monograph system. The organization cited the withdrawn but noted amendment from Senator Andy Kim (D-NJ) as a signal that further action is expected during House-Senate negotiations.

With Senate committee approval secured, S.2292 now heads toward further congressional deliberation.

FRAGRANCE | 7 Virtues Vanilla Woods and Cherry Ambition #CanadianJuly | Cosmetic Proof

As a big Dragon’s Den fan, I tend to bingewatch the episodes whenever they are available on Netflix and I am amazed at how many of the products I use that have appeared on the show! I use makeup brand Youthforia, the Scrub Daddy, Blume, Cheekbone Beauty, Elate Cosmetics and now 7 Virtues!  

 

I honestly do not know of any well-known Canadian fragrance brands, let alone one that is in Sephora! Haling from Halifax, Nova Scotia, I remember seeing founder Barb Stegemann on Dragons’ Den years ago and back then I wasn’t as into fragrance as I am now so I kind of lost track of 7 Virtues and now it’s huge! The story behind 7 Virtues is kind of an amazing one as its roots lie in “making perfume not war”. When Barb’s best friend, Captain Trevor Greene was horrifically wounded on a mission in Afghanistan, she decided to take on a mission of peace by sourcing ingredients like orange blossom and rose essential oils from Afghanistan, Rwanda, Haiti and Madagascar and empowering the people there by paying a fair wage and helping their economy. For example, in Afghanistan, she paid competitive wages to farmers who grew orange blossom to discourage growing poppies which were responsible for the global heroin supply. I am horrifically simplifying her story, but if you can watch Perfume War, I’m sure this will all make much more sense!

Cherry Ambition

7 Virtues Cherry Ambition Review

Made with sustainably sourced sandalwood from Australia and upcycled green cognac, Cherry Ambition, would not have been a scent I would have picked up on my own, but it has surprised me! The top notes are Cherry (though I find it more subtle than expected), pink pepper, mandarin and marshmallow, heart notes are cherry blossom, osmanthus, orris and saffron and base notes are vanilla, amber, musk, frankincense and guaiacwood. I had to Google a few of those notes and learned some new fragrances!

I am not normally a big cherry fan so I was quite hesitant to spritz this on, but it was much cozier and warmer than I was expecting and felt like a more confident “upgrade” to my usual vanilla base. I feel like having a 50mL of this is maybe overkill as I don’t know how often I would wear this compared to Vanilla Woods, but it is a lovely option if you are looking for a boost of confidence and something that doesn’t smell like a young teenager. 

As this is my first time experiencing 7 Virtues, I have to comment on the packaging as what stood out to me on the 50mL bottle was the cap which was weighted and stamped with the phrase “Make perfume not war” in addition to the 7 Virtues logo.

Vanilla lovers THIS is your fragrance! With a top note of pear, heart note of rose and base notes of vanilla, amber and caramel, Vanilla Woods is a dream! It’s sweet, but not in a childish way, it’s creamy, you can smell the pear and the warmth of the vanilla and caramel. It makes me feel relaxed, comforted and instantly soothed. 

This 10mL travel size is perfect for someone like me who likes to mix up their fragrances quite a bit although I actually might get the full size of this as I have been wearing this to bed, to work and just around the house to feel happy. I totally get why this fragrance has been so talked about online!

7 Virtues Vanilla Woods Review

While 7 Virtues is available at Sephora, I would prefer to buy from the actual 7 Virtues website as they have a really great “Fragrance Try” policy where all full sized fragrances come with a sample size of the same fragrance. You are meant to use the sample size and if you like the fragrance, then great, you keep the full size, but if you decide that it’s not for you, just return it for free within 30 days! They also do sales just like Sephora and I would rather my money go straight to 7 Virtues.

I love healthy, beaming, mega-watt skin — It’s my jam! Truthfully, I attribute my glow to a consistent skincare routine that regularly pivots to meet my skin’s changing needs. So this is why skincare education is so important for my platform. I love empowering you to understand your skin and the right products to achieve (and maintain!) your goals.  

Here are three products that are guaranteed to get you the glassy skin glow you desire!

One of   the best ways to get glowing is to add a liquid exfoliant into your skincare routine.

I was inspired by my Charlotte Tilbury Pillowtalk Eyeshadow Palette to compile my most worn rose and rose gold earrings to share with you, since I get asked about the brands and styles I wear often.  My current favorite? These gorgeous vermeil Large Connection Earring Hoops by Au-Rate.

I almost exclusively don earrings since my tiny fingers are a size 4.25 to 4.5, making most rings impossible for me to wear, and necklaces tend to irritate my neck and get caught in clothing.  Hence, I consider earrings easy and low maintenance and accentuate my makeup as much as my clothing does — case in point, the Pillowtalk palette on my eyes in the photo above. I’ll share my other favorite earrings after the jump!

Earrings not only make me feel appropriate accessorized and pretty, they can also create the illusion of a slimmer smaller face. The four styles here are tried and true, functioning like pick-me-ups on days when I feel lackluster and spice up my mood.

Let’s start with the discontinued fringe earrings which are from BaubleBar.  I find their vast selection of covetable designs largely inspired by luxury brands quite commendable, and I stalk their sales for all the longer length styles.  BaubleBar makes a beaded fringe style that I adore too, which you can find in the carousel at the end of this post.  I believe I paid about $50 for these rose gold fringed earrings, and I wear them more often than I expected to.  The fringe quality could be improved but this style is supremely lightweight and especially photogenic!

Now, I do have a small collection of Chanel costume jewelry, most of which are studs to add the elements of texture and shape.  I tend to wear all the gold and rhinestone combinations more than the other styles since they are considered classic and match essentially every outfit.  I do enjoy wearing smaller non-logo studs like those from Kendra Scott, which you can see in the carousel before.

If your preference is fine jewelry, I highly recommend checking out Au-Rate.  This brand offers an impressive variety of lengths and styles in earrings — plus the option of purchasing one earring or a pair — making it a very unique shopping experience.  It’s similar in concept to shopping for body jewelry!  The large connecting hoops I chose have a spinning element which I find rather alluring.  There are no embellishments but they shimmer and glimmer as they move.  A bit rebellious but ladylike and feminine style, perfect for me.  I get compliments every time I wear them!

Last are my Kendra Scott Circe Drop Earrings which are the ideal size for day or night.  They’re a touch formal with the bubbly paveé but not too sparkly or obvious to wear with a blouse and jeans and sandals.  The glass stones are right on trend with the translucent heels this summer that I, too, can’t help but love.  These earrings are comfortable and the glass stones reflect light beautifully.

The Elemis Pro-Collagen Toning Mist is the latest addition to Elemis’ iconic anti-ageing range. Designed to be used post-cleanse, this ultra-fine facial mist acts as a hydrating, balancing, and priming step in your skincare routine. It’s formulated to deliver an immediate boost of moisture while also refining pores and enhancing the absorption of subsequent serums and moisturisers.

Key Ingredients

Marine Biotech Ferment – works to rebalance sebum and reduce the appearance of pores for a refined appearance

Gluconolactone – polyhydroxy acid (PHA) that promotes healthy skin turnover

Padina Pavonica – brown macroalgae, rich in antioxidants, that supports skin hydration. 

How to use it

This product is designed to be used every morning and evening after cleansing. You can spritz it on to a cotton pad and gently wipe it over your face and neck or simply spritz 2-3 pumps over the face.

What I would say is that I’d recommend sticking to the recommended dose as this does contain PHA exfoliant (gluconolactone). While this is gentle, it still does have an exfoliating action and it’s key to make sure you’re not over-exfoliating to maintain barrier health.

I actually have a bit of a sentimental connection to Elemis toners. One of my first ever toners was their iconic Soothing Apricot Toner. That spray will forever hold a special place in my heart, so I was really curious (and a bit excited!) to see how this new Pro-Collagen edition would compare.

  • Delivers ultra-fine, cloud-like hydration
  • Leaves skin feeling as if you’ve applied a light serum
  • Gently exfoliates and balances combination skin
  • Visibly plumps and boosts moisture levels
  • Refines pores and smooths skin texture
  • Perfect pre-serum prep for better skincare absorption

Texture & Application

Let’s start with the mist itself. It is super fine. Like, cloud-fine. This isn’t one of those aggressive sprays that leave droplets; it puffs across the face like a veil of hydration. I absolutely love how it feels on the skin. It’s incredibly refreshing without being wet or sticky.

Immediate Effects

As soon as the Elemis Pro-Collagen Toning Mist hits the skin, it feels as though you’ve just applied a light serum. There’s this lovely, tangible softness and bounce that’s quite addictive. It takes the skin from feeling “just cleansed” to comforted and hydrated in seconds.

Layering & Skincare Prep

This is a brilliant post-cleanse step and it layers very nicely under serums or treatments. Be mindful that it contains gentle exfoliating agents so try to avoid serums or treatments that are also exfoliants.

I have noticed that this mist is great at helping other skincare products to absorb more effectively and that my hydrating serums in particular feel like they lock in better when layered after this mist.

Hydration & Plumping

I think this has a lovely quenching and plumping effect. It gives my skin a lovely dewy look and is great for softening out the appearance of dehydration lines.

Combination Skin-Friendly

As someone with combination skin, I feel the Elemis Pro-Collagen Toning Mist is really balancing. Thanks to the PHA which gently refines the skin without stripping.

The Elemis Pro-Collagen Toning Mist is suitable for all skin types but will be especially loved by:

  • Those with dehydrated or dull skin
  • Anyone using actives who needs a hydrating buffer
  • Combination or mature skin types looking for balance and plumpness

Final Thoughts: Is It Worth It?

Personally, I feel this is more than just a face mist, it’s more like a treatment step. The cloud-like texture, combined with the hydrating and pore-refining benefits, makes the Elemis Pro-Collagen Toning Mist a real winner in my book. It’s the kind of product that quietly upgrades your routine, boosting everything that comes after it.

If you’re looking for a toner that actually does something, without disrupting your skin’s balance, this could be it. But, remember, it does have an exfoliating action, so make sure you are not doubling up on that with your other steps.
